Powercor Australia is the largest distributor of electricity in Victoria, owning and
operating a network that serves approximately 673,000 customers in central and
western regional Victoria and the Western suburbs of Melbourne.
The CitiPower and Powercor Australia networks are managed by a joint management
team and workforce. The combined management has facilitated the realisation of
cross-business synergies and integration benefits, and the continual improvement of
business delivery systems and processes. Their strategy is to maintain a focus on the
core business of electricity distribution, to target network investments so as to
consistently outperform regulatory targets, and to achieve profitable growth in
unregulated markets.
Powercor has again performed above
expectations during the year both
financially and operationally. In addition,
the business maintained its status as
the most reliable rural electricity
distribution business in Australia.
Along with its sister company CitiPower
it was recognised for its strong
performances across a range of measures
in the comparative report on the state's
five electricity distributors released by
the Essential Services Commission in
October 2007.
Powercor received the 'green light' rating
for all categories of performance including
electricity reliability, managing customer
and ombudsman complaints, health and
safety, bushfire mitigation and
environmental management.
The businesses have been recognised for
their efforts in customer service, picking
up the ‘Best Customer Charter’ award
at the 2007 Customer Service Institute
of Australia (CSIA) Victorian Service
Excellence Awards.
In addition, Powercor has retained its
joint ranking with CitiPower at No.1
on the NEMMCO compliance index.
Electricity Distribution Network
Distribution revenue for Powercor
performed above expectations. Total
distribution revenue was $401.4 million,
excluding pass-through transmission
revenue. Electricity sales volume for
Powercor was 10,299 GWh up from
10,148 GWh in 2006. This represents an
increase of 1.5% during the year of which
-0.7% was due to weather conditions
relative to the previous year, and 2.2%
was due to an increase in underlying
sales growth.
The positive growth in underlying sales
was due to both a 1.6% increase in
customer numbers and continued growth
in usage per customer. Customer
numbers across the Powercor network
increased during the year to 673,496
from 663,014 at the end of 2006.
Powercor network reliability has been
good, although affected by a major
transmission incident beyond its control
early in 2007. Despite this, the Company
enjoys a ‘System Availability Interruption
& Duration Index’ (SAIDI) rating of
99.97% network availability which makes
it a leader in rural electricity distribution
networks in Australia.
Unregulated Business Activity
In addition to its regulated distribution
revenues, Powercor derives additional
non-distribution and unregulated revenue
from other sources, including the provision
of public lighting, meter data, connection
services and the provision of back office
and engineering and construction services
to external clients.
Powercor’s unregulated business activity
continues to grow strongly and revenue
from this area was in excess of
expectations, with Powercor Network
Services successfully securing a number
of contracts.
Like its sister company ETSA Utilities,
the revenue earned from unregulated
business activities by Powercor Network
Services is underpinned by long term
contracts with the relevant
transmission company.
People and Communities
In 2007 Powercor won the Federal
Department of Education, Science and
Training Minister's Excellence Award for
its apprentice program in the Victoria's
Central Highlands region. These awards
recognise excellence in the provision
of services for increasing the skills of
apprentices and trainees.
The safety of employees and customers
remains a priority of the highest order,
and although there was a small increase
in the number of lost time incidents,
the Company’s standards and programs
remain effective and widely respected.
Powercor continues to be an active
supporter of the communities in which
it operates, and seeks to encourage
its employees to be active participants
in those communities. The Powercor
Children’s Helicopter remains a central
element of the business’s corporate
responsibility program, while its ongoing
support for the Victorian Regional
Business Awards is a widely valued
aid to local small businesses.
